A phone gallery is full of pictures that are really documents: a signed form, both sides of an ID card, a fee receipt, three pages of a marksheet. Offices and portals rarely want them as loose photos. They want one PDF with the pages in reading order, and the person at the other end wants to scroll through it rather than open six attachments.

This page turns any set of images into that PDF. Add the files, arrange them with the up and down buttons, pick A4 or the image’s own shape, and press Make PDF. JPG, PNG, WebP, GIF, BMP, TIFF, AVIF and the HEIC files an iPhone produces are all read as they are, and every image becomes exactly one page.

How to use it

  1. Add your images with the box above. You can pick several at once, and a HEIC photo from an iPhone needs no conversion first.
  2. Look at the numbered list and use the arrows until the pages read in the right order.
  3. Choose A4 if the PDF is going to a form or a printer, or Same as image to keep each page the shape of its picture.
  4. If the form states a maximum size, type it in KB. Press Make PDF and download the file.

A4 or the shape of the image

With A4 selected, each picture is placed inside a 210 × 297 mm page with a small white margin, scaled to fit but never stretched. A photo taken sideways gets a landscape page, so nothing is turned or cropped. Use this setting for application forms, because reviewers and printers expect a standard sheet. Same as image makes the page exactly the proportions of the picture, with no margin at all, which suits screenshots, drawings and anything that will only be read on a screen.

File size and the optional cap

Each image is stored inside the PDF as a JPEG. Leave the size box empty and the pictures are saved at quality 90, which keeps them close to the originals. Type a number and the tool searches for the highest quality at which the finished PDF stays under it, scaling the images down only when lowering the quality is not enough. The limit is measured on the final file, so what you download is at or below the figure you entered. The 100KB to 500KB presets linked below do the same with the number already filled in.

Frequently asked questions

Can I convert HEIC photos from an iPhone without changing them to JPG first?
Yes. HEIC is decoded directly, alongside JPG, PNG, WebP, GIF, BMP, TIFF and AVIF, and formats can be mixed in one PDF. The pages are built from the decoded pictures, so the format each one started in makes no difference to the result.
How do I put the front and back of an ID card into the same PDF?
Add both photos, make sure the front is number 1 in the list, and choose A4. Each side lands on its own page. If the office wants both sides on a single page, join the two pictures first with the Merge Images tool and convert the combined picture.
What happens to a PNG with a transparent background?
The see-through area is filled with white before the page is built, because PDF pages have no transparency. A signature or logo cut out on a transparent background therefore appears on white, exactly as it would on paper.
Is the text on the pages selectable afterwards?
No. Every page is a picture, so the text on it is part of the image and cannot be selected or searched. That is normal for a PDF made from photos and is accepted by upload forms; only a PDF exported from a word processor carries real text.
